Issue: cmmunication of project purpose to the publiic, and development of a phasing plan
Answer: Phasing plan was developed by mapping route structures to different user demands. (tourism vs. commuting public). Started a public art program and “artist-designed” canopies. Delivered graphics to explain project to broader public.
